From 1 January 2022, the Regional Comprehensive Economic Partnership (RCEP) came into force on six ASEAN members of Brunei, Cambodia, Laos, Singapore, Thailand, Vietnam and four non-ASEAN members of China, Japan, New Zealand and Australia.After RCEP comes into effect, more than 90% of goods in the region will eventually achieve zero tariff.

Recently, the reporter learned from the General Administration of Customs that out of the 701 binding obligations of the RCEP, the General Administration of Customs has 174 items individually or jointly as responsible departments, accounting for 24.8%, and it has been fully prepared for the implementation.Local customs have taken multiple measures at the same time to adopt the "online + offline" integration mode. Through various forms such as publicity meetings and cloud live broadcasting, more enterprises can know the rules and policies, help enterprises to integrate into the RCEP "circle of friends", and seize the new development opportunities brought by RCEP.

In terms of rules of origin and tariff reduction, the General Administration of Customs focuses on the possible difficulties and pain points in the implementation of RCEP rules of origin and tariff reduction, and has steadily completed 38 specific tasks in accordance with the principle of "can be fast, fast".

In accordance with the principle of strengthening supervision, optimizing services and benchmarking the highest international standards, and focusing on improving the standardization and consistency of national customs law enforcement, the General Administration of Customs has issued two "Measures for the Administration of Import and Export Goods under RCEP" and "Administrative Measures for Approved Exporters" as well as four supporting normative documents.We will comprehensively upgrade the customs origin management information system, optimize the declaration mode and customs declaration structure of the favored goods, and ensure the full implementation of the rules of origin and agreed tax rates.In addition, we will complete the transfer of specific rules of origin and consultation on the implementation of origin, and make advantage of origin to promote the Chinese plan to become a consensus of all parties, clearing the obstacles for the entry of the agreement into effect.

In terms of customs procedures and trade facilitation, the General Administration of Customs focuses on the rules of RCEP trade facilitation, with the goal of accelerating the building of a market-oriented, law-based and international port business environment, pays attention to the implementation of various policies and measures, continuously optimize the customs clearance process, improve customs clearance efficiency, and reduce customs clearance costs.Up to now, the kinds of regulatory certificates to be verified for import and export links have been reduced from 86 in 2018 to 41. Except for special circumstances such as confidentiality, all the other 38 kinds of regulatory certificates can be applied online, online verification and paperless customs clearance through the "single window" of international trade.

In terms of animal and plant quarantine, food safety and import and export commodity inspection, we will take advantage of the complementary advantages of cooperation with RCEP member states in the field of animal and plant quarantine to comprehensively review the entry mechanism of imported agricultural products and promote the export of high-quality agricultural products in China.

The countries involved in the RCEP are all very important foreign trade partners of Shenzhen.Shenzhen's "specialty" artificial intelligence, 5G network, big data, textile and other industries will all benefit a lot after the RCEP takes effect.

In driverless cars, drones, for example, need to use the GPS navigation system, lidar, sensor and other equipment, at present, the equipment produced in Korea to pay 8% import tariff, and RCEP takes effect, these products will be immediately reduced to zero tariff or in 10 years gradually reduced to zero tariff, this will greatly reduce enterprise export costs, conducive to enhance the competitiveness of our products in the international market.

According to the Shenzhen Customs, according to the RCEP cumulative rules, the product origin value component can be accumulated within the 15 member states, which will significantly improve the utilization rate of preferential tax rates under the agreement.At the same time, the cumulative rules will help to consolidate and strengthen the regional supply chain, and optimize the layout of the regional industrial chain.
